Since January 1977, Bill has served continuously as a Level-1 Reserve Officer with the Glendale Police Department. In 1981, he was promoted to Reserve Captain, a position he held for over 30 years. Throughout his tenure, Bill has worked various assignments, including Patrol, Traffic, Vice-Narcotics, Air Support, Personnel and Training, Communications, Gang Enforcement, Special Enforcement, Custody Bureau, and Financial Crimes.
Bill assisted in developing the Glendale Police Department Reserve Forces Operational Manual, which has become a model adopted by multiple other reserve programs. Additionally, in 2004, Bill helped create and implement the Glendale Police Department Emergency Vehicle Operations program, which has trained personnel from Glendale City College Police Department, San Fernando Police Department, Burbank (Bob Hope) Airport Police Department, Pasadena Police Department, and Glendale Fire Department. Bill currently serves as the senior instructor of this program.
Over the years, he has significantly contributed to drafting departmental policies on "Vehicular Pursuits," "Code-3 Response," and "Pull-Over and Approach." Bill regularly presents on law enforcement topics and training to various local police departments, sheriff’s stations, schools, and community groups.
Bill was instrumental in developing and operating the Glendale Police Department Video Arraignment process, collaborating closely with the Los Angeles County Superior Court, the Los Angeles County District Attorney’s Office, Los Angeles County Public Defender and Alternate Public Defender offices, Los Angeles County Sheriff’s Department, and the Los Angeles County Department of Mental Health. The Glendale Police Department’s Video Arraignment Program became the model for video processing and court hearings throughout Los Angeles County, notably utilized during the COVID-19 pandemic. This program continues to operate successfully and has earned recognition from multiple external agencies.
In August 1978, Bill was invited to the Los Angeles County Sheriff's Department (LASD) Academy as a Drill Instructor for the Reserve Training Academy. He remains actively involved as an Instructor, Scenario Monitor, and Drill Instructor.
